USD 8 bn private concession initiative for the Eastern Rail Polygon

In June-September 2022, a team led by partners Alexey Kozyakov and Daria Semenikhina provided legal support for development of the Eastern Rail Polygon, the country's most important infrastructure project involving expansion of BAM and TSR, the main railway lines connecting Russia and Asia. Our advice consisted in preparing documents to be submitted as a private concession initiative, including drafting several concession agreements. 

The Eastern Rail Polygon is Russia’s biggest transport infrastructure development project in terms of both investment volume and construction scope. It envisages increasing the carrying capacity of the Baikal-Amur Mainline (BAM) and the Trans-Siberian Railway (TSR) in the easterly direction up to 210 m tonnes by 2025 by means of new railway tracks, bridges and tunnels, as well as other facilities. Total investment volume: nearly $8 bn.
